Why Wait Until the End of the Year to Withhold Taxes?

Some people opt to do this until the end of the year, and they try to catch up on all that was not taken out during the previous months. I do not really understand this because it is not like you will never pay the taxes. You know that you will owe, and any extra money that you could have during the years is taken back when you have the withholdings completed in a lump sum. I guess it depends on who you are and what you are really trying to accomplish.
